I have a question about all those pimped out sigs

I've seen completely amazing and pimped out sigs that had a pic of the rp char of that person, who can i beg to get one of those

for clouds I think he just got a random pic off the internets and decided to use that as his rp chara and Karin made a sig of it o_O
make your rp chara, or request that someone draw it for you, people here do that too, then request a sig from someone. and wala?
