I was thinking about Toul Tool To and their outfits when I realized they're plumber outfits. So Mario and Luigi could be the ultimate Leaders of Toul Tool To and the Tropheaum Tower. They would Have the Star Regalia, and command the Universal road. They'd be so strong tht Kilik would obey them without question.

It would make sense since it's Sleeping forest, and Mushrooms are inside of sleeping forest. Mushroom Kingdom > Sleeping Forest.
