ok i have read the manga twice and still haven't figured these things:
1. who is this ''Uncle Minami'' that left Rika with her ''sisters'' and Ikki?
2.who is this Kaji that tore his mask off with his face skin?
3. whats the deal with the pledge regalia?

and one more related to the anime:
When Ikki fought Buccha, Buccha jumped to a building and looked down at Ikki, and Ikki said: its like that time when ''he'' looked at me this way
and a persons picture only with his eyes showed, who is he??

Uncle Minami is Ikki's uncle. We have no idea what his role is in the grand scheme of things, but most people speculate that he worked in the tower.

Kaji got his skin torn off along with his mask and he was merely an A-Class rider.

The pledge regalia is merely a tool that requires you to project ones thoughts and abilities.

As for your anime question, it's irrelevant unless it's in the manga and if you can find the manga page, i'll tell you.

Well, you can't really say Kaji's MERELY an A-class rider. After all, he was said to have abilities equivalent to that of a King, similar to Aeon.

Actually i think that Rika called him ''Uncle'' because she was a kid back then
he just told her his last name (Minami)

i know that kaji was almost equal to king level but why he torn his face skin off?

It's one of Ikki's senpai from school. You meet him in person in chapter ch. 86 though he's cut his hair.
